STUDIES AND PROJECTS

They are multidisciplinary technical documents that aim to make a wide and complete evaluation of the significant environmental impacts and appoint the corresponding soother measures.
Aiming to identify the most feasible alternatives for the execution of works that involve the pavement and other transport ventures, the EVTEA is a wide study that assures the relevant data collection and more efficiency in the investment of resources.
Geological and Geotechnical Studies aims at defining parameters of soil or rock through the performance of tests, such as auger or percussion boring, field or laboratory test. Those studies aim at providing the civil engineering projects with technical information concerning the purchase of materials for building in general, the construction of roads, the cut of massif in general and open mines, the foundation of buildings, the obtainment of underground water, the earth dam and landfills in general, and the tunnels and underground excavations.
Studies on Road Safety aim at decreasing accidents and promoting actions that contribute to the decrease of the indexes of accidents in traffic all over the country.

It is basically the phase that defines the steps, elements, and services that will constitute the work or service. It aims at identifying the basic features of what will be built with precision. MANAGEMENT AND SUPERVISION

The Technical Assistant to Work (ATO) is extremely important and necessary in order to guarantee a maximum quality standard in the execution of the services of construction. Its main attribution is to verify if the Works are being executed as per the implementing project and to appoint eventual deviations.
During the execution of the work, the Physical and Financial Schedule serves as a reference for the manager to follow the planned costs and deadlines. The Physical Schedule is an advance expected from the work as it is. This schedule operates with a greater detailing of the terms of the execution of the steps. The Financial Schedule is elaborated during the phase of the planning and has as a main basis the budget of the costs of the venture.
The Audit of the Works can collaborate to the improvement of all the work processes. Since it evaluates the details of the real estate venture and its procedures well, it can find mistakes and opportunities for improvements.
It consists in verifying, evidencing and guiding planners, entrepreneurs, and managers of new works, new ventures, significant renewals and trade buildings during the execution of the works and implementing of executive projects. The Project analysis enables the elimination of constructive error due to a project.
The obtainment of external resources is a crucial tool for the execution of the projects for the Tertiary Sector, OSCs in the most several Organizations of the Civil Society. There are several forms of capturing resources that can be used, but only a strategic planning will lead to the desired return. Among the activities operated by ECR, we can highlight the Assistance in the Obtainment of External Resources. Some of the most significant works involve the conception and study of feasibility, the assemblage of the study for the obtaining of resources and the preparation of notices for the execution of ventures, most of them performed through the financing of international organisms, such as BID – Interamerican Development Bank –, BIRD – CAF – Latin America Development Bank -, and the FONPLATA (member countries of the River Plate Basin – Argentina, Bolivia, Brazil, Paraguay and Uruguay).
The Management of Works and Projects is a kind of continuous and dynamic service, which focus on the effectiveness of architectural and engineering projects and their execution. It involves the management of time, resources and team for the accomplishment of the schedule of the work and the given financial provision in the budget. It’s the best guarantee that everything can be materialized in the proposed time, and within the budget given.
The Management of Programs with Financing concerns to a wide provision of services of support to the clients to assure the achievement of such multidisciplinary task. The Programs are composed of several individual projects, each one with one manager and a team which is responsible for the delivery of a product as per the standards of the project management. It involves the elaboration and review of the Government Plans and specific Action Plans, including the areas of sanitation, roads, environment, hydric resources, agroindustry and others.
The Quality Control activity is essential to the safety, economy, and durability of the ventures. The specialized service enables the evaluation of the processes and characterizes physical and dimensional properties of materials, and meets the quality and safety standards required. The Technological Control enables the improvement of the quality control of the Works, once they can be complemented by other solutions, including geotechnical evaluations and inspections of structures assemblage, among others.
The main objective of the Planning of Works is to increase the efficiency at the job site, to avoid unnecessary expenditures, to fulfill the schedule of the work and to guarantee the safety of the Project and of all those that work and are involved on it, avoiding possible accidents.
The environmental monitoring is an activity of ventures follow up. They usually include measurements of several environmental parameters, such as qualities of the physical mean, the development of activities of implantation of Works and the answers to the presence of the venture. It becomes more strategic from the moment in which they represent less costs than those demanded for remediation of the environmental impacts.

CONSULTING IN PARTNERSHIPS AND CONCESSIONS

It includes manners of contracting and acquiring products and services, consisting in categories of business expenses. For that, they are fundamental ideas for the control and monitoring of expenses, so that the corporative finances are updated.

CAPEX
Capital Expenditure, represents investments or disbursements in capital goods, which are those used in the production of other items, such as equipment, construction materials, among others. In other words, they are the funds used for the acquisition of the elements that will help to widen the capacity of the company to generate profit.

OPEX
O Operational Expenditure, are payments regarded to the activity of business management and sale of products and services.

It is a tentative of integration of different phenomena, being limited by the human resources and by the available materials and/or used in the construction. The modeling consists in the elaboration of models that aim at describing the structure and, or the form of operation of the real systems. And in this modeling, it can be considered social, economic or technical factors, which primarily will depend on the focus of the decision making.
The structure is one of the most delicate moments of a project. It is composed of a continuous establishment of objectives, tactics and necessary operations to its conduction from the beginning to the well-succeeded conclusion. It is essential to understand its importance, since few projects can survive to an unsuitable or imperfect plan.

The Independent Inspector has an essential role in the monitoring of the services quality, with significant economies for the Contractor. For this reason, states and cities are using each time more the concessions and public-private partnerships (PPPs), authorized by the laws 8987/95 and 11079/04.
The service monitors the permanent way the performance of a private company executes a concession of use, a management agreement or takes part in a PPP. In accordance with a set of performance indexes, the Independent Inspector determines the percentage of accomplishment of the service indexes by the company.
Besides operating as an additional support element for the public power, the independent verification generates more value to the granting power, contributing to an efficient management of the agreements and the good communication between the parties, reducing attrition and guarantying the effectiveness of the service rendered to the citizen in a PPP.

Due Diligence is a process that involves the study, the analysis and the detailed evaluation of information of a given business company. This study can include financial, accounting, social security, labor, real estate, technological and legal aspects of the company. Indeed, any sector/department can be evaluated through the Due Diligence process. It is about a rigorous process of audit, made to investigate and diagnosis the financial, accounting and tax, labor, social security, environmental, legal, real estate, intellectual property and even technological management of the company.

TECHNICAL CERTIFICATION AND INSPECTION

The Inspections inform the current status of safety and performance of Buildings, Reservoirs and Industries, and are characterized as a “check-up”, issuing a precise diagnostic. Inspections avoid accidents and decrease the maintenance costs.

The bridges and viaducts are infrastructure Works known as Special Art Works (OAE). As well as the other structures of civil construction, they are projected with a shelf life, and, in a way to assure and extend this life, the OAEs must pass through continuous processes of preservation.
The lack of maintenance makes the several structures lose performance, generating great impacts and troubles in the dynamics of the cities, besides the high cost of recovery of a OAE that had its operation lost in part or complete.
For this reason, it is of great importance to perform inspections and structural evaluation in Special Art Works – OAE.

Preventive Inspection for the Anticipated Production of Proofs is a procedural instrument that aims at assurig the future production of the proof in the declaratory judgment, in case it is showed that, if not performed with anticipation, the source of the proof will be perished or with a difficult verification.

The Accredited Inspection of ventures of infrastructure aims to improve the technical quality of the engineering works from the conception phase up to its execution. It offers a compliance seal, mitigates the risk of the financers and insurers and provides the private partner better conditions of financing. It aims to assure the compliance of the studies and technical projects, improve the foreseeability degree of the schedules and the budget for the implantation of ventures and increase the efficiency of the processes of analysis of the public power.

ROAD OPERATION

The road users of the State of São Paulo controlled by the Department of Roads (DER), has at its disposal a strong support in case of doubts and emergency. The Operations and Information Center (COI) operates 24 hours through the number 0800 055 5510 to respond the drivers that use the roads.
The excess of weight of the load transporter vehicles brings risks, even to the driver and to the other people that circulate on the way. Besides this, there is the possibility of damages to the pavement and increase of occasional accidents.
